Yes, you can get a second degree with loan money in CA. I’m not sure about PA. but since it’s federal and not state, I don’t think it matters. Just do your fafsa online and you’ll get an anwser fast, but I’m sure you can get a loan. I would be supprised if you don’t get one unless you’ve defaulted on your current loan.
You cannot get more federally funded loans for another undergraduate degree. You can get them for a master’s degree though, since you have completed a 4 yr degree.
